Supporting all education stakeholders to collaborate and engage with each other more effectively

All Hands on Deck for SDG 4 encourages engagement and collaboration amongst state entities, non-state providers (including affordable options), civil society organisations, community leaders, and other crucial stakeholders.

The initiative advocates for inclusive and participatory approaches, urging all involved to leverage their unique expertise in the development, implementation, and monitoring of educational policies and practices.

Our All Hands on Deck for SDG 4 Action Toolkit then provides a practical set of resources and tools to help education stakeholders build more effective collaborations to improve learning outcomes for all children.

All education actors are part of a single system

A practical, evidence-based guide

The UNESCO Global Education Monitoring Report 21/22 urges us to consider all education actors as part of a single system. Building on this, the All Hands on Deck for SDG 4 Action Toolkit offers a practical, evidence-based guide to foster greater collaboration across education systems.

Education systems involve many actors

Education systems involve many actors, with the non-state sector playing a key role. Globally, around 1 in 5 children are educated by non-state actors; in India, this figure is around 50%.

Collaboration between all stakeholders

Without recognition, engagement and support of all contributors to this system, many children risk being left out. To achieve SDG 4, we need collaboration between all education stakeholders: governments, non-state education providers, researchers, innovators, funders, civil society organisations, and community groups.

Fostering collaboration amongst education stakeholders

Empowering all actors

All Hands on Deck for SDG 4 is dedicated to empowering all actors within diverse educational contexts to collaborate more effectively. Recognising that impactful change requires collective effort, this initiative provides resources and tools to foster stronger partnerships across the entire education landscape.

Encouraging engagement and collaboration

All Hands on Deck for SDG 4 encourages engagement and collaboration amongst state entities, non-state providers (including affordable options), civil society organisations, community leaders, and other crucial stakeholders.

Improving learning outcomes

All Hands on Deck for SDG 4 aims to unlock the power of collaborative action to improve learning outcomes and create more equitable and effective education systems for all.

Empowering collaboration through a small grants programme

Nine organisations received a grant to support toolkit implementation and foster better collaboration among education stakeholders in their diverse education settings across Cameroon, Ghana, Nigeria, Sierra Leone, and Tanzania, aiming to strengthen their education systems.

Black Girl’s Dream Initiative, Climate Class Connection, DEAN INITIATIVE, EducAid Sierra Leone, GLOWA, TECEC, Teach Me Well Ghana, Think Education, and SEED Care & Support Foundation will deploy the toolkit in their respective education contexts to foster collaboration among diverse education stakeholders, including government and community groups.

The All Hands on Deck Toolkit has been extremely useful for us, especially in our advocacy work. We used the Toolkit to set up the Coalition of Low-Fee Private School Associations in Lagos State, for which SEED is now the Secretariat. The Toolkit helped us achieve the coalition’s objectives and maintain ongoing engagement with the government and other education stakeholders.

This collaborative approach to system strengthening is critical to achieving SDG 4 and ensuring quality education for all children. The need for system strengthening is vital and requires all stakeholders to come together for all hands on deck to contribute towards a unified solution. We’re excited to see the Toolkit empower others to join this movement and unlock the collective potential of all education stakeholders.
