Hear directly from the EOF and Instiglio as they share practical lessons from designing and delivering outcomes-based financing programmes (OBF) for education.
This session will be led by the EOF, who will present key insights from the practice brief on designing outcomes funds. This will cover the core building blocks of outcomes fund design, including defining outcomes, structuring incentives, and linking payments to results.
The discussion will then turn to implementation through two recent case studies.
First, we’ll go behind the scenes of the Sierra Leone Education Innovation Challenge (SLEIC), EOF’s first completed outcomes fund (2022-2025) and the world’s largest education outcomes partnership at launch to unpack the implementation decisions, challenges, and lessons from delivering OBF for foundational learning at scale. Instiglio will then share lessons from an OBF programme supporting early childhood care and education (ECCE) in Bogotá, Colombia, highlighting the role of city government, lessons learned from the pilot, and the enduring impact on public systems.
The session will close by discussing what’s coming ahead for both organisation’s portfolios. Bringing together multiple perspectives on programme design and implementation, and government engagement, this session will provide practitioners, funders, financial institutions, and intermediary organisations with practical insights into how OBF is designed, implemented, and adapted in practice.
