The Scale Navigator is a resource developed in collaboration with HundrED and Schools2030, with support from the Jacobs Foundation. Created to address significant barriers in accessing and incorporating effective scaling tools for education innovations, this resource aims to improve access to appropriate tools and frameworks, tackling the complexities of spreading impactful innovations at every level.

Transforming how educational innovations scale by understanding scaling frameworks

Despite a wealth of research and frameworks, education practitioners often face barriers like inaccessible language, fragmented tools, and unclear roadmaps for scaling their solutions. This project set out to change that.

The consortium synthesised over 50 leading scaling frameworks and developed a typology to support decision-making, enhance collaboration, and guide practitioners in identifying pathways to scale; engaged practitioners across continents to gather real-world insights; and developed and piloted the Education Scaling Navigator, an interactive online tool that connects users to scaling frameworks by stage, question, and theme.

Key insights from the project

Simplicity and usability

Existing scaling frameworks are often too complex or fragmented, overwhelming practitioners. The project highlighted the urgent need for tools that balance rigor with simplicity, making scaling guidance more accessible and actionable.

The power of facilitation

The Navigator proved most effective when paired with skilled facilitation. Users struggled to engage fully without guided support, showing that facilitation is vital to interpret frameworks and apply insights practically.

Context matters deeply

Users emphasised that every scaling journey is unique and context-specific. This reinforced the importance of adaptability, with scaling strategies needing to reflect local political, cultural, and economic realities.

The guided framework made it less overwhelming. One of the biggest learnings is that there is no one right answer to a scaling approach, and there’s no one approach that is going to be correct across cultural settings. Just as we co-design our programmes, we need to co-design our scaling with our government partners. The Scaling Navigator is an important tool to help us co-design that scaling process in each context.
